Experts in global health security have found that current tools used to assess sustainability are not effective in measuring long-term outcomes and equity. These experts believe that existing frameworks focus too much on short-term compliance rather than resilience and the ability of systems to adapt over time. The experts also highlighted significant differences in how sustainability is conceptualized across various sectors, including human health, animal health, and environmental health. Low- and middle-income countries face unique challenges such as donor dependency and weak local ownership, which hinder their ability to develop sustainable systems.
